so my corp has a standing with republic fleet of 4.2, i've got a personal standing of 2.8 towards them. i was told i should be able to run missions off the corp standing, yet i cant even run any from the level 3 agent, let alone the lvl 4. Can someone explain to me how this interaction works, or if i'm missing something?

Often times - the agent requires a higher standing than the level of missions they provide.
Thus - a Level IV agent - might require much more than a 4.0 standing with THEM - not just their corporation - in order to access them.
Do a Show Info on the Agent and look under Agent Info. Unless they're a locator agent it will tell you what your standings have to be to access them.
If you have just gotten the standings up to that point you could have two problems:
1) It's not always right on it ... sometimes you have to have a little more.
2) Sometimes you have to log out and log back in to get the game to recognize your new level.

Your corporation's standings towards any npc corp, or faction for that matter, have no effect on your ability (or not) to run mission for any agent. All agents look purely at your own standings when deciding whether they will talk to you.
If you want to run missions for one of the higher level agents you will have to fleet up with one of your corp members who has the required standing

They most likely meant your personal standing towards the NPC corp (as opposed to your personal standing towards the NPC faction or the NPC agent), NOT the player corp standing towards any NPC entity (which never matters for agent access). Or they could have been indeed unaware of that fact and thought that player corp standings matter - feel free to link them to this thread in that case.
Quick ways to remedy the situation: * train up the skill "Connections" if you haven't (or train it some more if you have it at a lower level), this should boost your EFFECTIVE standing quickly (agent access is based on effective standing, not base standing) * get some people from your corp to share end-of-mission rewards with you (you don't even need to be in the same region, just temporarily enter the same fleet just before they turn in the mission on behalf of the entire fleet) - just make sure to repay them for the ISK/LP you also get (maybe not just now, but soon enough afterwards)
P.S. L4 in Connections and a handful of L4 missions for the same agent split in a 2-man fleet (by somebody who already has access) should grant access to that specific L4 agent even from scratch. And from there, running a few L4s by yourself should open up all the other L4 agents in that NPC corp for you, soon. _
