No, it cannot, for the simple reason that he doesn't do anything. The effect is entirely and deliberately chosen by the self-imposed victim. The cloaker has zero control over the situation. If you keep throwing yourself in front of my car, it is not me who is mounting a campaign aimed at your eradication.
