So I'm very new to the game. I'm looking to start with some solo pvp, I've heard null/low sec can be pretty empty or that I'll only find huge blobs of people. So I thought I might start off in highsec, am I right in thinking I can open fire on people in high sec as long as they have the yellow/red skull next to their name without concord attacking me?
If so can anyone recommend some high sec systems where I have decent chance of finding a decent number of targets to attack and get killed by for practice? |

If you're looking for high sec fights think about joining RvB. They are a pair of alliances that are at constant war for the sake of war.It's a bit different from pvp elsewhere because finding fights and setting up engagements is a huge part of pvp.
That said, there are lots of fights to be had in low sec. Try faction warfare space. You don't need to join a militia to fight but you may end up trashing you security status if you don't.
My suggestion is to just move into low sec and commit to the life style. You will find a corp to run with quickly if you aren't afraid to give the locals good fights.

your other option hor hi sec is to challenge people to duals.
Actually the RvB systems like otela are a good place to do that.

That said, any target that you fire on with your safety set to green is a legal target. Bear in mind, however, that any target you aggress in hisec will have a Limited Engagement timer with you for a short duration, meaning they can shoot back at you legally as well. Many people use this mechanic in trade hubs to "bait aggression" from others, and use a combination of superior firepower and neutral logistics to win almost any engagement. |

Also, as an update, I've fit a punisher as recommended through some googling, and even with meta 3-4 mods I am only getting about 40dps from the ship (because my skills are really terrible). Is it even worth me giving solo pvp a go with such low dps? I fully expect to lose ships as I'm learning, but if 40dps just isnt going to cut it then I'll wait on some skills for another day or so.

Pls note he said those were systems to avoid. Also about rvb join up and have fun there are many players there willing to take on 1v1's and I'm surefit you ask politely people will explain things to u as u go along. Just keep using cheap t1 frigs and u should be ok. They also have a ship replacement program if u run out of ships. Rvb willbe confusing at first for someone so new but u will learn quickly you will find fights and u will have fun.
Also u could ask people for fights in t1 fit ships to even the playing field a bit with regards to ur dps. I would get t2 small lasers, capacitor, power grid and CPU skills up to at least level 4 ASAP.

Unless you or your corp has the ISK to keep you running, why bother at this time? Just to give you an idea of where you need to start: the miner ganks that fly around highsec in cheapie Cats are anywhere from 400-700dps.
Focus on your skills. Has anyone introduced you to fitting and skilling tools (e.g. EVEMon)? Try one of them to get an idea of what training you need to get yourself to a decent level for PvP.

Well i started in Lowsec. Mostly because i did not realize that below 0.5 was lowsec. I assumed below 0 was low and null was -0.5. Yes i feel dumb about that point. But it really is not as dead or deserted as popular opinion would have you believe. And the thing about null and low, is the people you fight a way more fun than those high sec carebears. But i admit carebear tears are delicious.
The reason High sec is so full of toons is because of alts. Low/null sec everyone has a highsec alt. Trading in low/null/WH really doesn't work to well.
Basically i would just go hard. If i started eve again in a second life the one thing i would change would be doing PvP from day one rather than waiting.
PS we are a noob friendly corp. A bit small but keen to help new pilots into pvp......... |

Going solo with only 40 dps - whether it's worth it depends on what you expect to get out of it. Since your DPS is only about 40, I'll also assume that your targeting, navigation, armor, shield and gunnery skills are also quite low at the moment.
If you are looking to learn how to fly properly, how to move around in lowsec safely, how to use d-scan properly, how to select potential fights, how to avoid others and how to extract yourself from a tough situation, then it doesn't matter what your SP are. You'll learn these things through experience and they are skills that you'll gain as a player, independent of the character you are using. They are invaluable skills for when your pilot's SP increase.
However, if you are planning to go to Tama, Old Man Star, Amamake, Rancer or a number of other good fight systems (eg. Siseide, Heydieles, Ladisiter - lately, Nisuwa, Eha, Ostingele) then you should expect to lose almost every fight you have initially. Those systems have a lot of good, experienced pvp pilots in them and you'll be no match for them to begin with.
As long as you go there with the right attitude though, they are a great place to learn (if you can fund a stream of T1 Frigates).
An alternative would be Uphallant.
It's the location of an Eve-Uni lowsec academy, so there are a lot of new pvp players there and they will always give you a fight if you ask. They are also very open to communication on local chat and will normally be happy to setup fights against other players of similar age/experience.
