If the Sovereignty skill is slated for release, the only thing I ask is that it have the most ridiculous multiplier in the game. Discourage people. No corp, anywhere, ever, needs more than 1300 members... ever, ever, ever.
I believe, sincerely, that a CEO should be able to manage exactly as many members as he or she can remember by name. Give him/her a piece of paper and a pen, and a couple hours, and when the time's up, however many names are on the list are however many that can stay.
In a corp with 1300 members, one of two things happens: 1. All non-elite/tenured/administrating members are numbers. CEO and his buddies manage 1000 noobs who contribute to the corp's coffers and believe they're getting a good deal because they get a new ship every now and then and get to mine the shiny stuff. 2. The corp is cliques. Groups of anywhere from 3 to 200 end up in a type of pseudo-isolation within the corp, and have allegiance to the corp at large only so far as they benefit from the corp.
In the former situation, the corporation itself isn't a corporation. It's an isk-funnel for the management. Kudos for the accomplishment, but it's not the kind of thing I can see endorsing on an even larger scale. In the latter situation, you've already got an alliance in everything but name, and I would even be in favor of forcibly dividing the corp up and making it pay the alliance maintenence costs like everyone else.
A corporation in the classical sense is a functional undertaking. I can see having 1300 employees in a business that keeps regular hours, pays set wages, and expects a certain kind of specialized productivity from the employees. Eve corporations are hard-pressed to do that, though, since there are far too many variables relevant to individual members. At best, a corporation in Eve is first social, and in some instances secondly functional. At the very least, though, I can't think of a single undertaking in Eve that needs 1300 members of one corp to do, that couldn't be more fairly managed by an alliance.
But hey... what do I know? I'm just a newb.
