Basically, I have almost the same problem as the one in this post:

When I launch the game I only get asked for permission to start the "Installer for Microsoft DirectX D3DX components for Windows" and an empty cmd.exe appears. The cmd.exe disappears a few seconds after I click yes or no.
However, unlike in that mentioned post, my client won't launch, regardless of whether I click yes or no. I am completely unable to start the client at the moment. Which is pretty annoying, since I'm paying for a subscription.
Does anybody have an idea how to fix this? |

Try launching with admin privileges. (shift-right click) Try launching the Dx installer yourself and see what happens.

I have tried running all the different .exes as admin. It's always the same. When I want to start the client via the launcher the cmd.exe appears for a few seconds. When I start the exefile.exe or the DirectXRedist.exe directly it's the same; just an empty cmd.exe that disappears after a few seconds.
I guess the client immediately starts the DirectXRedist.exe and it's just the DirectXRedist.exe doesn't work. I also realized that I get the error message "Failed to load library 'd3d9.dll' when I try to start my Skype.
When I try to update my DirectX it says I already have the newest version. |

I am having this exact same issue. Launcher appears to install and patch correctly. Enter login credentials click "play" it changes to "launching" after a couple seconds a command window opens for about 5 seconds and then closes. and the "launching" button changes back to "play".
Just came back to the game today, so don't know if it would have happened before today. Have done numerous fresh installs / repairs / installations, etc.
Anybody have this problem and find a way to fix it? Logs upon request. Windows 7 64bit. All windows updates installed. DXdiag shows no problems. Numerous other games run without issue.
Thank you for any help.

I had the same issue, using a work laptop. Seems there is a group policy preventing any .exe running from a particular location, due to some nasty malware that tries to run from there.
So, this is how I worked around it:
Assuming you are using Windows 7 and it is installed on the C:\ drive and have EVE installed on the C:\. If not, change the directions as needed to match
The dx files are installed in a folder C:\Users\[your computer account]\Appdata\Local\Temp. You might have to adjust the folder options to be able to see the Appdata directory (it is a system folder).
There are a number of files that have a create date of 6/11/2012
Aug2009_d3dx9_42_x86.cab Aug2009_d3dx10_42_x86.cab Aug2009_d3dx11_42_x86.cab DSETUP.dll dsetup32.dll dxdllreg_x86.cab DXSETUP.exe DXSETUP.exe.manifest dxupdate.cab
Copy/move these files to C:\Program Files (x86)\CCP\EVE\bin
run DXSETUP.exe

So let's try to figure what is going wrong
Try launching and getting the failure.
Then let's do:
Start button -> in the Search Programs and Files at the very bottom type "event". This should get you a program called Event Viewer. Run that program (might need to do as admin).
Within event viewer, in the left pane: WIndows Logs > Application. You should have a Warning or Error message at or near the top that relates to d3dx or dx in some fashion. Copy and paste the message in this thread so we can see what is not working. |

I'm experiencing the same issue. Game was working fine yesterday. I performed a system format and reinstall with windows 7 ultimate x64. Now when I start the game via the launcher an ExeFile starts but after a few seconds tell me it's not responding and I have to shut it down. The eventviewer gives me the following information.

This is a different issue than the one with the cmd window popping up. In this case it is the ExeFile.exe itself having issues, not installation of anything related to DirectX. Have you tried going to the /bin folder and running the exefile.exe using administrator rights?
