Id say a slight change in selfdestructing mechanics would be needed
Insurance payout: When a pilot selfdestructs (either being while attacked or not) then imo he shouldn't be allowed to get platinum insurance imo... No insurance or maybe a standard payout the insurance gives like when ya didnt insure your ship would be better.
Killmail: When people attack a target and they fail to destroy the target before he selfdestructs... well they still are the cause of that the target initiated the selfdestruct. So the last player who fired a shot should get the killmail, without the fitting on the killmail, but with a line of "Pilot initiated selfdestruct" Fitting shouldnt be displayed on killmail since maybe he selfdestructed to keep his setup secret. Other people do it to deny the enemy the killmail (should be fixed with this system). And other people selfdestruct so the killers don't get the loot.
Timer: this is simple, smaller selfdestruct timers for ships with not much hp and a bigger timer for ships with alot of hp. selfdestructing then might be usefull for cruisers etc and selfdestruct wont be used so fast on capital ships which seems to happen alot these days.
Splash damage: well, a bit of splash damage makes selfdestruct a bit more usefull, maybe add a selfdestruct splashdamage skill for range and damage

well i hope u all have ur enemies selfdestructing denying u loot or killmail so u can be ****ed off and look this thread up NAH!

(Ofcourse looking at it from a roleplay perspective its nothing more then propper insurance fraud as the insurance company would never know you self destructed.)
Killmail: I do not think one should get killmails. You did not kill it the pilot of said ship did it you got 60 seconds better hurry up. If you really care about kill scores you should just play Counter Strike or something. To many people in EvE are obsest about there e-peen kill boards.
Timer: Think the timer is fine as it is.
Splash damage: I would not mind splash damage when self destructing. Could be like a singel smart bomb blast but then stronger/lighter depending of the size of the ship that is self destructing. It should not be based on skills or any thing just the size of the ship should mather (imo ofcours :x)

Insurance payout: I'd go for the no insurance pay-out. No insurance company will give you money for deliberatly destroying the insured item yourself.
Killmail: I don't agree with you on this one, the ship is killed by a selfdestruct so nobody killed it except the pilot himself. Therefore i think the attackers should not get any mail.
Timer: I like this idea. Especially when combined with splash damage.
Splash damage: See Timer, a ship selfdestructing should send out a big blast to it's surrounding. The bigger the ship, the bigger the blast. This way selfdestruct can be used as a tactical tool.

About your insurance theory, not true there are different types of insurances some cover everything even natural disasters and stupidity. Also removing it doesn't change anything, you can still go to a belt and let some rat kill you which ends up being the right way to destroy your ship.
As for splash damage, no thanks.
