I've been running a Vista quad core Intel machine for the past few months with an Nvidia 8500gt card. I use this machine in addition to a few older Windows XP based machines.
As of yesterday, I began to experience a unique problem. On my Vista machine only, my frames per second starts out fine when I first log in but quickly drops to around 6 or 7 fps within the fist minute. It then stays at this fps until I shut the machine down and restart. I can then log in and play with a normal fps for about one minute and then the drop down in performance just reapeats itself. Only way to correct seems to be to reboot but that only works for about a minute.
This seems like it might be a memory leak. I really have no idea though how to go about troubleshooting what might be the root cause of this.
Has anyone out there experienced a similiar pattern of fps dropping like this on a Vista machine? Any ideas of things I could troubleshoot to try and narrow the issue down?
I am fairly certain its not my internet connection or any actual real lag being present in the system as I log in other characters in the same system on my XP machines at the same time and they experience no problems at all.

It sounds external to EVE. Like a AV or spyware checker. Have you tried disabling all Anti-virus and spyware checker programs?

Since this machine is dedicated to gaming with no exposure to external threats by visiting web sites,etc, I'd disabled anti virus and spyware checkers on it almost from day one.(right after I downloaded EveMon)
There shouldn't be any of those running in the background. My Vista machine runs the Eve client and EveMon and just about nothing else. I haven't made any recent changes so it came as a bit of a surprise when this performance issue arose on Tuesday.
One of the first things I did was to go into the Task Manager and shut down just about every process that could be stopped except for the game. It had no effect on the fps dropping down to 6 or 7 within a minute of the game loading up.

i've noticed vista takes ages to fully boot for some reason decreaseing all preformance for some minutes
ever since then i don't shut it down anymore
