The Rorqual has three skills as requirements: +Capital Industrial Ships (L1) +Capital Ships (L2) +Jump Drive Operation (L1)
Now, there's one odd thing here: Capital Ships on level 2 is a requirement for Capital Industrial Ships. Does a Dev or a GM have a reasonable explanation for that one? After all, it's unnecessary database load. You need to look up the same things twice (in order for the skills to show as "learned but not to the required level", "not learned" or "learned to the required level"... --- This is your Captain speaking. This happens all over the place, and in many spots much worse.
Take for example the Cataclysm fury cruise missile.
Primary skill is cruise missile specialization 1 -this requires missile launcher op 1 and cruise missile 5 -cruise missile already requires a higher launcher op, so op1 unneeded
Secondary skill is... cruise missile 5, already covered in primary
Tertiary skill is... missile launcher op 5, covered in primary and secondary, so triply redundant.
Dropping the secondary and tertiary requirements would have no effect, becuase they're already needed to get the primary skill. Cleaning up all these inefficiencies may be a bit cheaper than throwing uberyarrrdware stuff at the situation I would think. Sure, cleaning up this one might not make a big impact, but a little here and there over and over has an effect.

the redundancy IS useful when chars lose skill points to non-updated clones.
For the cruise missle example, only requireing the cruise mis spec skill at lvl1 will allow you to use t2 cruise missles even if you lose a level on the cruise missle skill, which has more skillpoints in it at lvl5 then the spec skill does at lvl4...so you will (usually) never lose a level of the spec skill, while you are MUCH MORE likely to lose your level 5 in your weapons or ship skills.
I hope that makes sense.
Plus some of the ship skills are not connected to racial ship skills, with capital skills being an example, as well has the t2 ship skills. This creates some odd side cases.

Pretty sure I've previously heard that some skills must be a direct prerequisite in order to have their bonus applied to the ship. Capital Ships' 5% agility boost per level is likely one them.
