dual rep, dual od, then either eanm or bcu.
2x polys. Standard tackle+injector mid.
Works really well.

1600m/s is the speed of a sac with zero speed mods except of mwd and probably armor rigs as well.
My nano-sac easilly tanks a sleipnir till I run out of cap booster charges. Although I stay out of web range so that helps quite a bit.

Nanoed you can kill any other nano-hac you can web(faction web+overheat helps this). Avoid direct engagements(ie stay the **** away from web range) against any tanked hac and especially commandships.
Note that while you're fast enough to generally avoid taking too much damage from precision heavies, medium pulse/AC WILL track you, but you can tank a lot of damage as well. I've tanked a gank fit sleipnir once(3 gyros) for like a minute till backup arrived.

Against an ishtar what you want to do is wait for him to release his drones, then mwd off in one direction for 50km(or if hes running away, chase him for 50km). Then get a web in and kill him.
If the pilot isnt on the ball, he will wait forever for his drones to get to you. Smart ishtar pilots though will abandon drones and launch a new flight.
If he webs you and you're under attack by heavies(you can tank mediums pretty easy). Just shoot the drones till he runs out. He will run out of ogres before you run out of cap boosters.
