I just completed my first level 4 mission (Unauthorized Military Presence) and was a bit surprised to see no difference between this type of loot and what I generally looted from level 3 missions (tech one, low value stuff).
To obtain good loot from level 4 missions do I have to have the survey/salvage skills? I just started training survey, and purchased salvaging. What types of loot does the salvaging skill allow you to obtain?

None. Salvage is not loot.
Level 4 loot is just more volume. They aren't better.

The main difference is probably that lvl4 missions have battleships so you get a chance to loot battleship-sized modules (even if they are just t1). You get lucky sometimes and loot a high meta battleship modules. Please resize image to a maximum of 400 x 120, not exceeding 24000 bytes, ty. Salvage skill plus a Salvager gains you *drumroll* SALVAGE! The loot is modules, ammo and such. Salvage is something else entirely. Larger ships will (generally) salvage for more bits than frigates. Faction Elite and T2 ship wrecks require Salvage 3 to attempt, but are the source of T2 salvage parts.
Increasing the salvage skill does not, repeat, NOT increase the amount of salvage gained from a wreck. All the skill does is increase the odds that any given attempt will succeed. _______________________________

t2 ships need more than salvage 3, since when I tried to salvage a stealth bomber (player ship) it said my skill is not high enough.
Also, some non named t1 loot sells extremely well, like large smartbombs (250k-ish) and tachion lasers (800k-ish): they are large and can be reprocessed for a lot of minerals.

Was it Unauthorized Military Presence vs the Blood Raiders by any chance? I always find that Blood Raider missions give rubbish loot. Sanshas, Guristas and Merc missions seem to be better.

Missions against mercenaries seem to to give higher-grade loot, and more of it, than most others, but the salvage isn't much. The worst one is Gone Berserk; there is a very large amount of cap charges in the loot and the salvage contains a heck of a lot of metal scraps. I always need an indy for the level 4 version of this.
For salvage, the best are Angels (trit bars) and Sansha (melted capacitors and armor plates).

Well how is it that people are making 20 million ISK per hour (some boast about even higher rates) running level 4 missions? I estimate the average value of the ordinary T1 loot at about 30k ISK per item, if that much. Looting 100 such items is only going to be worth 3 million ISK. Heck, it takes ten minutes just to sell that many items! :)
Are the skills of these players just so high that they can zoom in, wipe out all the ships in a couple of minutes, zoom out, get their salvager and go back and loot everything from the mission in about five minutes?

They probably have triple of your current DPS output, double of your current hp/s tank, know all the tricks to best beat the missions, aggro everything and let rats close in, and still have time to make dinner. Also, they have really good salvaging skills and equipment (cuts salvaging failure rate to nearly zero). Also, they know which LP items to get, where and how to sell loot and salvage, and have maxed their social skills. Finally, some people are just luckier and get nicer missions.

It's all about DPS, tank and knowing what missions aren't worth your time.
(Massive Attack and The Score come to mind...)

Most of the income off of Lvl4 Missions is the bounty. Battleships at a minimum have around 200k-250k, and that's only if you get a low quality mission. Average lvl 4 with bounties+Payout will net you at the minimum around 8 mil if you do it solo.
Salvage and loot bump that up.
Now, I tend to only sell loot that's worth 100k+, and most modules that do this are Battleship size guns native to the empire region you're in. Non-native modules tend to sell for more. (EG, selling laser turrets in minmatar space) Armor plating tend to sell for quite a bit too, 1600mm's especially.
If you're reallllly lucky you'll snag a high meta item (like an Arby cruise launcher or a 'Scout'/Prototype gun) and make several mil just off the one module.
Also, seems that large launchers are mostly meh in terms of selling, in my experience... Dunno if this is different in Caldari space or not.
