I'm getting a similar error, many of the same files. Same problem with the frames bringing a forum HTML error, too. I've tried downloading with the SiSi launcher and copying the Tranquility files and letting it autopatch to Singularity's build, neither worked. Disclamer: I have never been on Singularity before so I don't really know what I'm doing. My error message starts with:

did you use the internal repair tool to the sisi launcher or the in folder repair tool?

Windows 7 Enterprise x64. I think I tried both but they look similar so I can't be sure.

In other words, users need to be able to download a single Tranquility patch and use that one patch file to update multiple EVE Online clients on multiple machines. Ditto for Singularity. If this isn't easier than or as easy as the current patching method, then that's a showstopper. Case in point, I missed today's Mass Test because the Launcher got in my way. With Win7-64 bit I use a task bar link for sisi launcher and a desk top link to the new laucher for my testing. It looks like Win XP does not like the format of the settings that the new laucher uses and is deleting them. Try one of the two other locations to see if that helps CCP locate the issue. I started a client version from the drop down to see if it will reset for me as well.

I think I tried both but they look similar so I can't be sure. when this happens I check if there are any extra eve.exe running and then delete all the files in folders at the top of my eve folders so that any settings that are auto generated get reset.

There was a problem with the Launcher such that when it updated itself, it would start with the MS-DOS style short path name. This would mean that if your game was installed at C:\Program Files (x86)\CCP\EVE the game would boot with C:\PROGRA~2\CCP\EVE instead, thereby creating a new settings/cache folder. Closing the Launcher and restarting it would fix the issue for the next run, however. Software Engineer, Core Infrastructure, Team Special Circumstances
