Does CCP tally and make available monthly statistics, such as changes in subscription numbers, total hours played, etc?

Not directly to us, no (although they may give it to other people, who knows). Every now and again they do release that sort of information in a blog of some sort, but I don't think it's a regular thing.

The quarterly economic newsletter (QEN) often has this sort of information in it.

Thanks. How much corporate financial data does CCP reveal to its community? Perhaps if we knew more about what pressures they are facing, we could help. It seems we have a lot of business savvy people in this game.
That would make for an interesting business model: have the players devise ways to generate additional revenue in exchange for some profit sharing.

Yeah, that would lead to CCP closing its doors practically overnight.
They're a private company, so there is no one forcing them to release any data. I say we should be happy they choose to release any at all.

You may want to take a look here and there.
Keep in mind that the number of players with more then one account has risen from 10% to 25% in the last two years. Given that we don't know how many players got only one account we can't say at all how big the player base actually is. It may be dropping already even if the figures may say different. --
There are countless games in the world. There are at least as many ppl that dont like one or more rules of said games. That never stopped smart game designers from creating good games.
