Is the astarte any good at soloing level 4 missions?

IMHO, not really...
The astarte is a good MWD n' blasters ship. You can't use a MWD in most missions and blasters don't have range (since you'll take forever without a MWD to get to the ships).

It can be very good but will need a support ship to help it tank/stay cap stable. A tech one cruiser with lots of cap relays/rechargers, remote armor and cap relays does the job fine.
THEN, if you have that, the 250mm rail astarte is excellent for missions. Good ranged DPS, good tracking, slices through smaller ships and instapops them in quick succession from range. But you basically need to fit lots of damage and tracking mods, maybe an explosive hardner, and rely on your support ship alt.
It can't reliably solo L4's, but can solo L3's with comparative ease.

For L3s use Eagle with 250s... warp in shoot warp out you dont even have to move... Arguably my opinions represent to an extent the opinions of my alliance and in particular circumstances give rise to a valid "casus belli" claim. |

Guessing that you're talking about gallente ships, i'd say Domi if you're low on skills or want to AFK during missions, or megathron if you have decent skills.

Astarte can solo lvl 4's, though against anything other than serp/guristas (aka, anything that doesn't have kinetic/thermal weakness) is excessively painful. I ran the following fit (i think... its been a while).
Highs 7 250mm 2's
mids 2 tracking computers 2 cap rechargers
lows 1 MAR 2 2 hardeners (usually 1 therm, 1 kinetic) 3 mag field stabilizer
Rigs 1 CCC 1 armor rep amount
It was fairly cap stable, though it couldn't permarun. Big problems were locking range (only around 60km or so), lack of damage/tank against non-racial enemies, and lack of buffer rep amount when you encounter something tough. That being said, it was a nice change from a domi.
