Hmm... seems like a pretty solid highsec mining command ship, will fill a role that's long been empty.
I can see a couple of issues though...
- From the stats provided, it seems a small gang of gank-Thorax's will be able to suicide them in 0.5 unless they're tanked. This is probably deliberate but I think the mids will end up going to tank on most setups after the first few attacks.
- These are supposed to fill the void between freighters and industrials for general hauling, but they don't require industrial skill. So in order for an Orca pilot to fly a freighter, or a freighter pilot an Orca, they will have to extensively cross-train - there's no direct progression Industrial->Orca->Freighter, instead it seems there's two progression lines, Mining Barge->Orca and Industrials->Freighters. |

I strongly suspect that one of the requirements for the Capital Industrial Skill will be Industrial V which would fill the training progression more logically than just the ship requirements. |

Although, I was hoping for more cargo capacity. As it is now, my 2 dedicated miners will fill 90k m3 worth of space rather quickly. And with no compression, he'll be running back to base, although doing it less often now.
The Orca has a Corp Hanger so i would think a Freighter can sit next to it loading up. |

I would assume it is supposed to be able to mount 3 gang links at once, but with only 3 highs you are going to have to choose between all the mining links or having a tractor mounted. All in all another high slot would be a welcome addition. |

Would be rather difficult to suicide one if it's fit with a DCII edit- and reinforced bulkheads

Can you solo mine with this thing? By that I mean, can I park it at a belt, then get my Hulk out of the ship hangar and start mining away? Or will someone be able to come along and just board ship and fly away with it. I guess I'm kind of asking if it acts as a structure, or if the person piloting the orca just kinda sits and hangs out in the ship while other people mine. |

For mining links it will always be better. None of the other command ships have a bonus that effects the mining links. |

Well, a fact is: ORE Ships are shieldtanks, e.g. Hulk or Rorqual. My opinion about the Orca: useless for 0.0 :( If it would have the ability to compress ore (maybe only 1 slot, not 3 as the Rorqual) i would buy the BPO, but that way... no, thanks CCP!
@ the guy under me :P BPO will cost 1 bil, as it is announced in the dev-blog.

Yeah, now that I look at it. You should need some more skills. Perhaps Industry 5 and Mining Foreman 5 or something. I guess it's a pain for people to get mining barge 5, but besides that, it's not a unique ship. The price of one perhaps will deter that but with the Rorqual, you need jump skills and that is one of the hard parts about getting one. Price as well. I only know a few Rorq pilots but I'm thinking there will be a lot of Orca pilots.

True. My Hulk has a little over 1k in shield and with additions to the medium slots, I rarely go under 50% shield against 0.5 rats. And the Orca has 9k + in shields. So I went a different route with the mid slots. Anything additional to shields would be overkill.
As for skills, we still don't know what the prerequisites will be for Industrial Command Ships. They might be fairly high.

I would hope that it will have enough cap (and cap recharge) to fit an active tank with a booster. The PG (when you add skills) should be enough for to fit an X-Large booster and 2 x gang links. With the bonus to tractor range you should be able to sit far enough out that the Hulks will get aggro anyway, but a nice active tank seems like the trade make of Ore ships.
I'd probably go with something like this (and yes, I hope to use it in null sec):
3 Highs: Mining Foreman Link - Laser Optimization Mining Foreman Link - Mining Laser Field Enhancement Small Tractor Beam 3 Med: X-Large Shield Booster II (or Gist/Pith) 2 x Rat Specific Hardeners (or 1 x Hardener and a cap recharger) 2 low: Cargo Expander 2 Cargo Expander 2 Rigs: Cargo Optimization rig I Cargo Optimization rig I Cargo Optimization rig I

Edit: someone mentioned above that the Industry 5 skill might be required for the advanced industrial skill. That I can live with.

I wouldn't be surprised if it ends up with the same limitation on the ship bay as the Rorqual. So that it can only carry barges, exhumers, industrials and transport ships.

Dev blog sounds like it being able to carry all ship classes at least there is no mention of a restriction, sounds even like it is one of the ships design features that it can carry rigged ships through high sec.

I am kinda disappointed... for someone that can fly:
-a command ship (from the looks of it, a command ship would give higher bonus?....) -Obelisk (wayyy bigger hold) -Occators (26k cargo, 30k+ with cans and probley wayyy faster aligning and speed.)
the Orca seems .. well, tries to do all 3 and performing mediocrely......
the only thing going for it is the tractor beams/cans... but yeah, I use secure cans to mine... and you cant tractor anchored cans XD...
The only real use/niche I see the orca filling is trasnporting Rigged ships though high sec...
thats the only thing that no other ship can do....
