I think they are targeting, optimal, and falloff ranges. I'm probably wrong though.

well considering the tactical overlay can be used in two seperate zoom levels, which are ship and system level, your gonna have to be more spcific on what you mean by spheres.
If you mean the circles around your ship they represent the ranges in a circle around your ship.
at system level they are in au
at ship level they are in km.
they tell you how far out things are.
I do not know of any other spheres.

When you highlight a module, it makes a translucent white sphere arround you ship. 3 of them.
I do not know of any other spheres.

The one sphere that's always visible is your targetting range; whenever you hold your mouse over one of your modules you will see one or two more spheres - if it's just one it is the range of the module (webifier or scrambler for instance) if it's two it is the optimal range and the optimal range + falloff of the module (usually with weapons but also with some other modules).

I don't think I have ever seen these spheres - or at least I have no idea what you guys are talking about! How do I get to see these spheres if they are not up already?

To the left of the graphic showing your ships cap, hull, armour and shield are five buttons. One (I forget which) engages the tactical display.
You then see your max targeting range. Hover your cursor over a module and if it is relevant you will see more spheres relating to max range of the module and optimal range (iirc).

Those spheres would be the weapon optimal range, optimal+falloff range, and max targetting range.
