EVE already has missions and plexes in the game that limit the ship size you can use to enter them, so why not take it a step further? ENTIRE SYSTEMS.
Now I know what you're thinking. Adding that mechanic to entire systems sounds drastic, but hear me out here. Adding in new low-sec or null-sec systems whose stargates only allow frigate-class ships to enter them won't be detracting from anybody else's enjoyment of the game, it will merely give players who choose to fly ships such as interceptors and AFs in solo PVP a home within the game. Take a low-sec system, subtract the sentry guns and the ability to use cynos, as well as the in-station facilities needed to assemble ships, and you will have a haven within the game for small ship combat. And since these small ship pilots seem to be in agreement about wanting fair fights, no mechanic needs to be added to entice players to coming there. The fact that it is what it is will be reason enough for players who enjoy small ship combat to go.
And I'm sure they could come up with some pseudo-physics reason as to why the gate could only allow smaller ships. It can't be too hard for the people who came up with a reason as to why you can't cyno in high-sec.
These systems will not be instanced and as far as I can tell there needs to be no PVP objectives implemented to push players to fighting, as these players are people who play for the fight itself. They don't care as much about the spoils or about the preparation process, just the fight itself.
So, EVE community, give me your two cents on this; and mods, if you feel that this idea is worthy of serious consideration for implementation, go ahead and move it to the features & ideas discussion forum.
My corp seems to get fights easily enough. Last night, for example, we engaged a faction cruiser, a battleship, a HAC, 2 tech 1 cruiser, and a battlecruiser ... we had 2 AFs and a recon (no, not a falcon :p )
We won with no losses.
It still happens ;-)
