in your case it's 40 + (100-40 * 0.325) = 59.5% it's more complicated when you have several of the same modules, then the stacking penalty comes in.

Quickfit doesn't include the gall spec skill in to the dps calculations. I think the dps with max skills with ogre II's on a domi is 475.

It would be the ultimate warp scrambler. Agility decreases -> time to align for warp increases. Say 10 seconds to warp in a battleships. 2 fleeting webs and it's 1000 seconds.
