To ease congestion at stations why not have the undock function like a warp gate. When a ship undocks the station warps them out 1,000,000 km to one of 7 or 9 beacons which themselves are a few thousand km apart from one another.

I disagree with most of the ideas presented in this thread. The only idea that has potential is a jump cool down timer which I understand as: any ship that jumps or travels through a bridge has a 5 or 10 minute cool down timer before they can jump...
