From my point of view these are the pro/cons of allowing it to highsec: +more ship diversity in highsec (yes, 0.0 isn't the only thing in eve :P) +new goals for miners/indus +no game breaking advantages for highseccers with the changes to reproce...

might as well fly RR Vengeances :D the default RR range on frigs is ******* ****. so I'd say thats a rather bad Idea. I have seen people fly Algoses with RR Drones which worked pretty good.
