Not sure exactly what you are asking for, the skill names? What skills are required before you can train a certain skill? All of that info can be found from the SkillTree.xml file. See EveDev reference page for details.

Are those garbage values consistent or do they change after each run? I would also check if they change after you restarted your computer. It almost acts like you have a bug in your code, such as a memory overrun.

Is there a simple, robust way to get the server time of the API server? Or can we assume that the server time is GMT +0? I know there is server times in some of the xml files but there is extra complications if you are locally caching the those ...
