AFAIK it is not possible. Regions are always the limit when it comes to selling/buying/buliding. That is not dead which can eternal lie, and with strange ľons, even death may die.

Long back this skill required int/mem (when I trained it to lvl 5...). Then CCP went and changed that to perc/mem (my perception is much higher that my int...) So just be glad that it still isn't int/mem

Yes, this skill is broken (and have been for a long time; I'm not even sure it has ever worked actually). I have it trained to lvl3 - my friend hasn't trianed it at all - but we both get the same sec increase when killing NPCs.

Tbh the best way would be if +1 implants simply needed level 1 cybernetics, and so on, up to +5 requiring cybernetics level 5. Then introduce an advanced cybernetcis skill for +6 and +7 implants (and other godly-implants to come).
