It does not go to the player, it's an internal isk sink that goes to the fictional messaging service provider. I learnt about this earlier and had a play with a 1000 isk charge with some others I know and my own alts to see what happened. No cash ...

I see Perception +3 going for around 5-7 mill on escrow. Memory ahs dropped a lot recently too. Other week 27 mill was cheap, now they are available for 24 mill. Intell is around 20mill. Willpower and charisma I can't say for certain.
