I would suggest that you reconsider using a caracal for solo pvp/piracy. If you fit a webber and a scrambler, that leaves you two less slots to fit your shield tank (yes you want to shield tank your caracal). I'm not sure what your skillset allow...

As the op suggested, not allow pirate implants in the tournament. I think having to spend 1-2 billion ISK on implants for your character is a little harsh just to stay competetive.

I kind of agree with the OP. It seems a shame that a large part of the tournament is whoever has the most ISK to spend on T2 ships, faction battleships and pirate implants. It seems more of a contest of ISK rather than skill in the first instance....
