I started playing a bit over a month ago, and my current stats are:
Charisma:13.78
Intelligence:18.02
Perception:23.32
Memory:19.08
Willpower:18.02
This is with a full set of +4 implants, and with the exception of charisma i have all the tier two learning skills at II or III. None of the tier one learning skills are at V, and learning is at III.
Somehow, though, I'm not skilling up at the rate i would like. Right now I'm on an 11-day skill plan to get all the second tier learning skills minus charisma to IV, but without that I'm training stuff like gunnery skills at 1940 sp/hour, and stuff like engineering/electronics skills at around 1654 sp/hour. Is this normal or too low?
TL;DR version: what's the normal rate of sp/hour?

For someone who's still working on the learning skills, those are normal rates.
Note that some of the higher rates you may have seen on the forums or elsewhere are only attainable with highly specialised characters with very skewed attributes, meaning they can get high SP/hour in certain skills, but will have abysmal SP/hour in other skills.

When I started playing (8 months maybe? lol) I did work on learning skills for a bit. However, what I changed to doing (and worked out best for me) was using evemon. When I listed the skills I wanted at that moment (for example a certain ship/module/setup) evemon would give me a blue link at the bottom of the page saying 'suggestion'. This told me what learning skills would make a difference to the plan. This difference could be from minutes/hours to days/weeks.

forget about anything higher than 4
plug in +3's

If you have only 1 skill to put at 5, it's the learning one.
