I'm getting conflicting information from the help channels on this, and I can't find documentation on this anywhere. If another corp declares war on my corp, for no reason other than to cause grief, will CONCORD ignore them attacking us in 0.5+ space if we don't accept the war and make it bilateral?

OK simple facts... If u are at war your corp can be targeted ANYWHERE 1.0-0.0!! Concord will NOT help u out where ever u are. Best advice i can give u if u are not used to PVP is fight in frigs and try to learn someting from it... If u find yourselves outclassed A-F has one free war slot and works cheap... convo my CEO.

That is crap. It means that for a mere million isk any idiot can make a corp and go grief people in secure space. How does CCP justify CONCORD looking the other way at this?
I understand the rationale behind allowing bilateral wars, but this makes a mockery of the idea of "secure" space"

Eh, did the americans ask iraqs permission when they started the war? Did the Germans ask Poland and France if its ok to start shooting?

If there was a group with the power to have said "no, Germany can't attack Poland" and stop the war, should they have stopped it or let it go ahead?
CCP are supporting these griefer wars by allowing people to get away with massive violations of the rules of empire space.

Unfortunately it's a bit of an awkward system so many just become pirates or bounty hunters.
But like the venal guy said, use it to your advantage. Team up, set up ambushes etc... Or seek surrendr terms.

As the original poster wanted to know.
Corp. A CEO issues a war declaration vote on Corp. B
Voting takes a minimum of 24 hours to complete irrespective of the number of actual shareholders
Only shares no in the corporation wallet count, so having one share in the CEO's wallet is enough for a 100% yes or no vote.
BUG ALERT! Sometimes the vote will close at the right time, but because someone made a mistake when coding the voting system (and not finishing it I might add), the votes will appear as 0% for all options untill after the next downtime.
Once the voting results are in however and asuming the voting leads to a favorable result (yes in majority) there will be an option under sanctionable acts where the CEO can "apply" the war. This option will be available for roughtly two weeks (I think) so it is possible to have a vote without actually going to war.
Each corporation can only invoke three (3) wars, but there is no limit to how many wars can be declared ON a corporation.
BUG ALERT! On some occations there will be two entries under sanctionable acts even though there was only one vote. This can lead to a situation where one war "takes up" two "war slots".
Once the war has been invoked an EVEmail will be sent automatically to all members of both Corp. A and Corp. B BUG ALERT! I have noticed a few instances where these EVEmails also get sent to people who dont seem to have anything to do with the corporations in question?
After a 24 hour period the two corporations can commit agressive acts towards eachother without taking security hits or NPC ships and sentry guns budging in. This will be indicated by the "can fight" collumn in the "wars" window indicating "yes" instead of "no". Furthermore an orange bracket will appear around hostile ships. BE WARNED! The particular hue of Orange is similar to the Yellow color used to indicate corp/personal standings below -5.0 and has lead to many deaths (CCP needs to change this to orange with black stripes or something...).
The CEO of the corporation that declared the war can retract the war at any time by right clicking the war in the corp wars window. This will result in yet another automatic EVEmail being sent out to all members of both corporations.
After a 24 hour waiting period (in which fighting is still possible) the war will effectively end and all is back to "normal".
The CEO of Corp. B (the corporation on which the war was declared) can right click the war and "surrender". This will not end the war, but indicate to the CEO of Corp. A that negotiations are wanted, in which the terms can be discussed. -- "I am an expert in not caring. It has occured to me that the very things I think are fun and want to persue in this game are the very things that others dont like, and thus a conflict is inetivatble.
Think about the above sentence(s) before using the griefer label.
All out wars have legitimate in-game reasons. Any CEO of any corporation which we are at war with is free to contact me for a civilized, out of character explenation.
Dont expect me to divulge everything, but rest asured that the wars we declare and fight are firmly rooted in the game, and have nothing to do with the real world.
It may not seem like it to you, but my corporation (in which I am the CEO) we persue the very same goals as everyone else - to have fun playing a game. -- "I am an expert in not caring. I think trying to use Poland or Iraq as an analogy is a bit misleading.
We're talking about Corps not nations. If staff from the HSBC went down Croydon High Street, and beat the crap out of everyone at Lloyds Bank, I think the old bill might get involved whether you sent a nice warning letter or not

OK u may not like the war system, but theta why corps like Mirc forces ect (even my own corp) are out there.. to fight wars in empire space. If u want to just mine in safe space DO NOT join a corp, stay in your NPC corp untill u are ready... If its a ALt corp just wanting to have fun killing u then FIGHT back, PPL soon give up where thay get poded and its no longer fun! If not try to fightback and learn.. Hire someone to kill the ppl u are at war with.. Its part of the game and a fun part 2....

If your corp can't defend itself then you have 3 options, dissolve the corp since you can't be attacked in a noob corp, or join a stronger corp that can fight the war. Or you could hire someone to protect you.
If none of those options work for you then you should install the Sims instead of eve.
