I was just thinking the other day...
I've got a few skills in my sheet that are completely useless to me nowadays, let alone the ones I've never used that got chucked on me at character creation.
Examples :
Rockets V - Rockets suck, give me standard launchers any day.
Destroyers V - I dont want this anymore, was going to train Interdictors but everyone uses Heavy Interdictors instead nowadays.
I want to train Cruisers V and Standard Launchers V but it's taking ages.
Transferring the skillpoints away from those useless aforementioned skills would let me get them straight away!
PROPOSAL NAME : TOTAL REDISTRIBUTION ON LEARNING LEVELS.
- - Think how friendly it would make Eve to new players, they could decide after 5 months they don't want to be a miner anymore, or they are getting picked on... RESPEC! ...and they can be a pvp'er instead! Straight away!
- - Never get ****ed on from a great height CCP nerfing again!
- Subscribers stick around longer reaching new highs of fulfillment as they go from being Titan Pilot, to Research Specialist, to market guru, never getting bored or caught out by horrible nasty game mechanics!
Although there has to be a limit to it otherwise it might be abused.
I was thinking once around every 6 months, what do you guys think?

Yup - exactly what I expect will be demanded next.
OP is being sarcastic. Others will be serious.
Rule #1 of game design: Give players what they need - not what they ask for. Players are crap game designers almost all the time.
I can understand why CCP is doing it. Sacrificing attributes as a game feature (it's not a critical one) may be worth it for marketing gains. It satisfies people who don't understand the consequences. Easy marketing win for the cost of a minor feature and a bit if UI code. --- Save the forum: Think before you post. what is this guildwars?
sure I got some rough spots on my character sheet that I would love to change but meh, deal with it. I trained it
that and you can always sell your character and buy a new one that has what you want.

I'm sure Dr Caymus would love to cash in his current SPs on combat skills, then retrain his current skills.
Hint: Not all skillpoints are equal for your character (unless you're achura and never trained a skill needing charisma).

Obviously this thread isn't serious, but this also isn't the first time someone has brought up the subject of skillpoint reassignment. Not every call for it was a troll either, I'd wager. The importance of attributes can't be appreciated by new players. The only people with optimal attribute builds are specialist alts, or re-rolled characters of older players.
But skills are infinitely more intuitive. How many people do you really think train something all the way to 5 before realizing it was a waste of time? edit: and don't try countering with "but missiles, speed, etc suck now", because not one of those nerfs is as bad as people say it is. If CCP didn't allow missile SP reassignment when they added explosion velocity and removed the ability to put large missiles in small launchers, they certainly won't do it because you now need a target painter to kill frigates with cruise missiles effectively.

Personally I wouldn't mind being able to just get rid of skills that I wasted skill points in. Dunno. Just would make me feel better inside.
Being able to redistribute those skillpoints to skills with the same primary/secondary attributes would be nice though .

Since you've come up with such an original idea, we may have some legal issues to deal with implementing this into the game. There may still be a workaround however. How would you feel about signing over the rights to the idea in exchange for a unique item?
I'm thinking we should give you a special CCP Issue Bantam.

If the MAIN reason why CCP does not implement most of the EXCELLENT ideas from the players in the forums, because of fear of law suit or some patent thing... then well... holy hell to that!
Yeah, all the CCP has to do is have the person sign a form that says, they won't try to take CCP to court to using their intellectual idea. Done deal. no big deal.
On this skill point transfer issue. I think that you should lose a % of the skill points, due to neuron repathing AND limit such rearrangements to a limited number of Skill Points transfered, to prevent abuse AND because it may cause brain damage to your clone.
---- Additional IDEA ------ The ranking system is great. It allows CCP to EASILY adjust training times based on rank of skill. So, why doesn't CCP use this? For instance, if I want to reconfigure my PvP profession to a carebear, than the associated skill ranks readjust in favor for the new profession.
This profession change also has a limit of one change per every X number of months to prevent abuse and neuron damage...etc etc.
Remember, the character creation form? If I pick a profession of PvP intaki gallente soldier, my PvP skills relating to those skills should have LOWER ranking level ( therefore less train time) while the Industrial Skills, Trade and others will actually INCREASE the rank of those skills, since it is not my PROFESSION.
Now I know us players DO NOT want to be stuck in any one profession, race or whatever. That is why you limit the rate of change, and impose a skill point penalty, which forces the player to think real hard about if a profession change will benefit him/her. -----------------------------
