Dear CCP, What if you'd make it so that it will cost isk to let your brain be reprogrammed but there would be a chance that you will lose SP's in the affected attrib skills during the procedure?
And ofcourse incorporate it in the backstory... explaining why you can't do it more than once every six months without increasing the risk.
For instance:
Change attribs with a clean slate or after more than 6 months of a previous attrib change will have 15% chance of brain damage (losing SP)
Change attribs <1 month will have a chance of 90% of brain damage
Change attribs between 1 and 2 months after an attrib change will have a chance of 80% of brain damage
Change attribs between 2 and 3 months after an attrib change will have a chance of 70% of brain damage
Change attribs between 3 and 4 months after an attrib change will have a chance of 60% of brain damage
And so forth...
This would make people with high SP think twice before doing an operation like that too often and they would REALLY have to want it

and at the same time allows n00bs to switch at will and lose only 20 days of training is a bad thing
i'd rather not have a negative effect to attribute switching. just make it more expensive

Mind the idea is chance based, like boosters. "Are you feeling lucky today?" The doctor says with a wide grin on his face.
The effect for noobs would be near neglectable as they don't have a lot of SP's yet anyway. Just; the older the char will become, the higher the risk you will lose a high SP skill level will be. and they don't HAVE to change their attribs do they... ;)
And imo making it more expensive is a negative effect too, just on my wallet ;)

You can rearrange attributes, but only once every 6 months. No penalty. Noobs with 1.6m SP or less can do it more often and get a 100% bonus to train time, until the 1.6 mark.
Its in the next expansion dude. Hooray! 
Also, I just woke up and did a skill change... I lost 6 hours of train time, while I accidently feel asleep. the day before, the same thing...so thats 12 hours...Im normally pretty good at keep the training going at all times, but everyone slips.
What the march 10th expansion also fixes or will INCREASE skill training, is with the addition of the skill queue. Had I had queue the skill, I would not have lost the 12 hours, because I passed out, asleep.
The Skill Queue will actually, as an indirect effect, give many people +5 implants, because the chance of missing out on re-skill opportunities, due to being away or asleep, will be fixed by starting the next skill on the queue.
There are two things that CCP did to MAJORLY fix the slow as hell training times, Im talking about Level IV and V skills, is by offsetting the problem by making SURE there is not lost hours, and having the 24 hr skill queue. AND.. CCP added the ability to rearrange attributes every 6 months.

But, I still think, that you should be able to select from a list of PROFESSIONS while will adjust all skills RANK based on profession. ( not talking skill level I-V) I am talking RANK of certain skills. I do not see why CCP doesn't use the RANK already built in to reflect a profession selection.
Anyways, I can not wait for march 10th. It fixes A LOT of stuff with the ridiculously long training times for level 4 and 5 train times. 25-40+ days for ONE skill increase for some Level 5's? crazy.
