They drop from certain rats I believe.. particularly in specific Cosmos constellations such as the one in the Vale.

It just seems that this is a key requirement for T3, prior to this it looks like gas harvesting was something of a niche pasttime. So securing a source of the harvesters and the skillbooks is likely to be essential for anyone wanting to profit off the T3 manufacturing process.

Ladar sites are where you use them.... and soon, Wormhole space.

Gas Cloud Harvesters and the skill book for them can be located on the Market and originally for sale in the NPC Pirate stations out in 0.0 space - from NPC placed sell orders, I mean.
Sometimes the high security space sell orders placed by other players can come quite close to the NPC sell price, if you're a lucky buyer. It used to be fairly lucrative to buy them from NPCs and carrier jump them out for this but it has changed a little since the early days of their release.

According to a post from CCP, BPO's for the harvesters will be seeded and skill books will become available in some lo-sec stations.

on SiSi they were (Breifly) avalible from all mining stations for more than 100. but I think they went in and reversed that.

Harvesters drop from radar (or magnetometric??? not sure anymore) sites in the gas constellations in low sec and in 0.0, 2 days of scanning and you will have more of this c**p then you will ever need. I still have about 20 sitting in my hangar....

Hold onto them until Apocrypha then sell them, at jacked up prices, to players desperate to get into t3 production.

I'm thinking I need to buy some now so I'm ready when the time comes. I'd hate to be sitting on isk when instead someone in my fleet could be harvesting gas if only I'd bought now rather than later.
How much did you say they were? 100? 100 million isk I assume?

Everything sold by NPCs in the Market on the Test Server (Singularity) is priced at 100 (one hundred) ISK per item to make it easier for players participating on Singularity to perform testing.
I don't know the current 0.0 NPC seed price off the top of my head, but I'd wager it is around ten million ISK, give or take a few million either way.

Gas Harvester is 11M and skill book is 35M in Sinq right now.
The gases come from Ladar sites.
