I loved active tanking - but soon after starting PVP I had to find that it makes you a very soft target.
This is what I use for fleets - if you are trying to solo (never without a scout ) you'll have to modify mid slots and obviously exchange the remote reppers for something useful (maybe include some heavy drones for targets coming too close to track):

hmmm well in a Domi I would say keep the Ogre II's but I would toss all the high fittings and put in smartbombs and cap rechargers/cap boosters in the mids. Sit 20KM from the gate inline with an incoming gate and let the smartbombs fly. You'll insta-pop cruiser and below...hang out in Rancer if you want to see this setup in action.

There are three circumstances that I'll ever fly a battleship, says the low-sec pirate (me).
The first is home ground, which basically means outside a station, ready to de-aggro and dock ASAP - or maybe a gate or belt, if you've got a support fleet.
The second is as part of an RR battleship gang.
The third is a sniper.
All three of these have no interest in local rep. The first because you need the EHP to weather the storm. The second because your tank is other people. The third because if you're getting shot, someone screwed up big time.
LARs take up way too much grid for their benefit. Try putting a dual rep on a megathron along with decent blasters. Now take off the LARs, stick plates on, and you can have a full rack of Neutrons with grid to spare.
You're too big, too clumsy and too big a target to be able to rely on your own reps, especially in an age of neut-fit Domis, Myrms, Phoons and Curses. So in short, you either fly something smaller, or you plate it to hell :P
I don't fly Domis, because if we're breaking out the battleships, it generally means sentry work, and I'd prefer not to rely on drones for that. However, your best option would be something like...

Try sentry drones for gate work - Garde II are very useful and can be scooped before taking armor damage - alternatively you can even keep them alive by remote repping.
And try changing that 3rd EANMII for another RT plate - it gives you more effective HP than the stacking nerfed resistances.

Cool makes sense, more buffer.
The reason I'm flying a BS is most people I fly with are newish to pvp and just fly Vexors/Caracals/BB and I wanted to really take the brunt of the fight.

Domi and Blackbird are a nice duo - with a Falcon it's even better as you have a cloaky scout that keeps you out of most trouble even when you're outnumbered.

It would depend on the kind of combat you're fighting, but my personal recommendation for those circumstances would be a battlecruiser, not a battleship. There's a line between being the big target and being the one that's so big that it can't GTFO if needs be... Just my 0.02 ISK.
Otherwise, if you're the only heavy warship there, though, drop one rep for another neut. -
