Whats the best recon ship to rat with in low sec/0.0 space? Don't have any particular area so I can't tell you wat rats I'll be shooting at.

You aren't, are you? =/
With that in mind, and assuming it's because you either want to have some PvP action alongside or just want to be sneaky, go with a Pilgrim. Decent resists, the drones can chew through even battleship rats at surprising speed, and you can switch damage types around...
But, for the record, if you don't have a damn good reason for wanting a recon for ratting... I doubt I'm alone in wanting to hunt you down

Ninja ratting some ppl dont take kindly to someone entering "their" 0.0 and ratting away in it a cloak helps to keep em from probing me down and pwning you and its a good way of getting thru those gatecamps.

That won't help nearly as much with the gatecamps when you want your factionlootout of 0.0

Stick a set of Scorch and Amarr navy multi in the cargo hold for those rare faction/officer spawns or to 'encourage' a pvp ship to gtfo of disruptor range as your ecm jams him so you can make a last ditch getaway if you somehow get caught. With recon 5 you can drop the cpu mod and fit all t2 mods and a mwd with ease.
