I'm just getting into exploration, in a magnate until I get an Anathema. I have minimal skills, not just for finding the sites but for exploiting them: no hacking, mining or archaeology. So, what sites should I look for while building these up, and which do you think I should train first? I plan to explore in highsec Amarr space first.

Considering the whole scanning system will be radically changed in less than a month... with skills mattering just a little bit, while "actual skill" (i.e. patience) mattering much more... you'd better not commit to anything too drastic for the coming month.

Is there a mechanism for rapid training on the test server, or importing of existing TQ characters? I'm just wondering how long the ramp up time will be to test something that will be released in 2-3 weeks.

The skills to fly the ships and the skills to actually use the stuff will still be needed. For highsec an astro frig is fine, but patience is a must until you get a good skill set. Scan times are not changing as far as I've seen so all those skills are worth it as well. Also if you plan on using recon probes you need astro to 5 to get the 40 AU ones, etc.
If you are dedicated to exploration in lowsec/nullsec a covert ops is a must. The requirements for that are not changing. The minimum skills:
Racial Frig 4 (5 for Covert Ops) Electronics 5 Electronics Upgrades 5 Science 5 Hacking 1 Astrometrics 4
This should get you started on RADAR sites. You will want to be able to fit and fly a fairly solid cruiser as well since highsec radar sites in 0.5 to 0.7 systems can be as hard as upper level L2 missions/low level L3 missions sometimes.
Highsec sites can bring in 20Mil + per site depending and lowsec/Nullsec sites are 100Mil+ but extra danger and harder rooms.

We've heard a lot about the fact that existing exploration skills will still be utilized. But given that the scan times and other things are changing, can someone playing on Sisi give us a more precise rundown on the use of skills in the new scan system? I'd like to know which of my existing skills I should prioritize in order to be most effective with the new system. Thanks.

As of last night the MOTD in the exploration channel was still non-functional. The Discovery channel has one but I don't know if it links to the new guide or not.
As to the OP...
It is, as yet, unclear how much of a contribution skills will give you in the new system as they're still balancing things there.
For example it seems as though Astrometrics (which you really used to need at 4) may not be as useful in the new system. So it's hard to advise people. It's also unclear what the relative worth of sites will be in W-Space. Will magnetometric sites still suck there? Will radar sites still be great?
It's probably worth training towards hacking, but if you don't have the pre-reqs that'll eat a lot of time before the expansion. Training salvaging is quick and generally useful outside magnetometric sites. However training archeology is only useful in magnetometric sites and takes a couple of days more than salvaging iirc.
Astrometric Pinpointing and Triangulation are both quick to train up to 2.
Signal acquisition is a pretty long train but you will get by with just 1 or 2 in it for a while.
Astrometrics you need at least 3 (personally I think it's not worth exploring without 4) under the current system.
It may well be worth your while to train up your frigate/covert ops skills because even if their bonusses don't turn out to be all that handy, at least the skills themselves are useful.

Yeah provided you have the prerequisites, which are Astrometrics 4 and 3 respectively.

Apocrypha has swapped some of the exploration skills around. There will be 4 skills in science section with the word Astrometrics in it and then there is your covert ops skill. for future : the VIRTUE implant set is another item(not cheap) also there is a Slot 8 hardwiring called PPH,P is for Poteque I believe(put pot in the search section of market) but this is from memory so I am sure if I got it wrong someone will be along to correct me ====================
