Losing a 10-15mill crow and getting a 250K payout is useless. Fix it PLEASE.
Also Radius Signatures do NOT make you ship physically bigger, so how do NPC find it 5x easier to hit my vessel when travelling at 3KM/sec with an MWD when they cant hit me at all when using a 10Mn AB? Now you are nerfing the use of 10Mns on frigs, it is gonna make me have to use Cruisers/Battleships to do missions (shooting fish, no fun at all)

If they would up the insurance to cover your 15m you lost in your crow then they need to give the other inties the same insurance pay out. Which would mean that their price would double atleast...
The current payout is based on component value (ie. you can get a mission bonus of 100k orso and the ammount of components you get from the agent gives the value of it) which is 2.1 million. That is what an intie is worth and thus what is payed out.

Else they would just self destruct the ship (with full insurance) and make the same huge profit, without having to wait for a buyer.
So you just gonna have to deal with it, or find a crow seller who isn't ripping you off.

I think the basic problem here is that there is no NPC price for tech2 components. Without that regulating factor, the market is completely player controlled, which places the value of an interceptor at minerals+base ship+whatever people are willing to pay. That last part of the equation makes fixed insurance prices impossible. Valids points, I have only lost one crow which I dont feel I deserved to. But the cheapest Ceptor markets at 5 mill minimum (Claws/Ares/Stiletto), so even if the payout was closer to that it would be better.
True about the extortion, the Caldaris are hit the worst because of Reactor unit costs 200K each.

Sure, this way will mean varying insurance prices, rarely being the same price twice, but it would be better than getting 250k for a 15mil isk ship.

Exploitable. THe producers would sell the interceptor to themselfs at high prices (say 1 bil each) thus making a high avarage price. Then they go out and kill thier ships and get tons of money for something that cost them very little produce.
