The way I see it;
If you make people spend time using locator agents to find you, you have already won. They're spending their gametime trying to grief you, which means you have already out-griefed them. (In case you're a merc, this doesn't apply to you, but your employer).
EVE is a game of consequences, you will die sooner or later. If someone spend their gametime/money to catch you, now, who's the loser? 
If you really want fights you'll spend that time chasing people in low-/nullsec, flip cans etc instead. Exponentially greater amount of targets, not to mention there's not a dedicated person that makes you 'waste' this time.

While we're bribing people, can we pay mission agents a small sum so next time pilot x asks for a job they get sent to a specific solar system? Would make life so much easier

Or they could cut WT's ability to trade, manufacture and contracting in remote systems/stations if there is undocked enemy nearby (in "rl" they could jam/cut/censor communication channels). That will leave to a docked targets choice to spin ship only or to leave station in attempt to break blockage.
Also, we could get right to work as custom at gates/near stations with ability to scan and shoot all transports that deliver supplies to war targets without getting punished by concord. :)

You should be able to pay scotty 100 Million to assasinate anyone you want inside a station.
