Sov 3, cynosural field jammers and jump bridges means that the defender is able to field capitals(carriers, motherships, dreadnoughts, titans) and the attacker can't unless he shoots the cynosural system jammer with subcapitals first. Removing sov 3 levels the playing field.

Carriers, Rorquals, and Dreadnoughts can be built in stations, and should be. You would LIKE Sov 4 to build supercapitals as the POSes within the Sov 4 system are invulnerable to attack. This means so long as Sov 4 is maintained, those supercaps will complete construction and there isn't a damned thing anyone can do about it. As for what the levels themselves mean: Sovereignty page In short, Sov 4 is very hard to crack once established. You have to take sovereignty in a Sov 3 system (or if the constellation for some inexplicable reason has an unclaimed system in it, tower that one) under cyno jammers (which need to be routinely disabled so capitals can be brought in), then maintain tower majority in that contested system for seven consecutive downtimes at which point Sov 4 drops in the capital, and you get to do it all over again, as Sov 4 drops to Sov 3, which means cyno jammers are still active.
