What exactly does this stat do? Has anyone a real experience with it?
Flycatcher is supposed to enjoy some bonuses regarding it, but I am yet to see any useful effect.

A lower DRF means that damage dealt diminishes less abruptly when a target is mitigating damage because of its speed.

TY for the explanation ... but how it makes Flycatcher bonus special over direct explosion velocity bonus like Heretic has?

Basically it gets computed from a different direction. Say you're explosion velocity is 81 m/s (i.e. heavy missiles) and the target is traveling at 1000 m/s. According to the missile guide you get an 31% damage reduction.
Now if you raise your explosion velocity by 25% (skill 5), like with the heretic, your explosion velocity is 100 m/s, so your 31% damage reduction turns into a 30% damage reduction according to the guide. With the heretic, your 31% damage reduction gets reduced by 15%, that is the 31% damage reduction turns into a 26% damage reduction.
The heretic's bonus is more useful when the speed of your missile's explosion and your target is close, as raising your explosion speed by 25% might eliminate any damage penalty whatsoever. However the flycatcher's bonus is much more beneficial when you have a very large reduction in damage. Like if you have a 98% damage reduction due to your target being fast, the flycatcher would lower that to an 83% damage reduction, multiplying your damage almost tenfold.

Also, this. Note that MWD sig bloom issues confuse things a bit, but the principle is sound.

1) the red line should actually be a bit gentler than the black line, since damage penalty is based on velocity ratio not velocity difference as far as I remember
2) all three lines should start at the same height
3) The curves have a bit different shape in general, as the damage decline is very slow after you first exceed the rated velocity, then quickly diminishes across the middle of the range, and then asymptotes to 0. Yours shows the steepest decline right at the start rather than in the middle of the range. The shape of all three curves should be more like the bottom graph at this link:
