Certain Agents located at Data Centers will offer missions that involve collecting dog tags, grade of them depending on your standing, etc.
The question I have is: is there a trick or system to doing this? After 25 kills, I still have yet to see one of the specific types of dog tags, and instead end up having to buy the expensive things.
The journal notes only says "This and surrounding systems"
Any advice on these?

They're random drops. The easiest thing to do is just buy them off the market to turn into the agent.

hehe...yah, was afraid that would be the answer.....but at the cost being so high, right now I'll have to hunt them down.

They do also drop from rats within missions so look for combat missions that feature the faction that you're hunting and you can make some ISK and eventually gather up enough that way. If you want serpentis tags, gallente corps in gallente space are your best bet. The same is true for the other factions and their matching pirate factions (Amarr with Sanshas and Blood)
