Retribution:
Needs a second mid.
Manticore/Stealth bombers in general:
One of multiple fixes. Slightly higher alpha/Slightly higher dps/Covert ops cloak/ Ability to cloak after firing and have missiles hit from range regardless of cloaking.
Those are my two, thoughts suggestions, other ships that need love?

You forgot the "why" part. Although everyone could want more from a ship, etc, the retribution is fine as is, and fills it's role perfectly. The only thing it could use a little more of is CPU. The midslot is fine for its current role, another midslot, and it would have to be brought in in some other way.

The Ret just needs a little love IMO, a midslot would suffice, with the same grid/cpu it would still be a very tight fitted ship, but with more adaptability. Your solution is also viable however, I'd still like to see it able to tackle.
The manticore... and other stealth bombers. Well, they aren't stealth for one. (Meaning I jump into a system and everyone sees that I'm there. I can't move around cloaked so everyone knows where I am. It makes it tactically less viable than I'd like.) They also have the tragic flaw of just not quite packing enough punch. That being said, it's still my favorite ship in the game.

if the ret gets a mid it loses a low, or all the other afs get a extra slot somewhere

Its role is too narrow. Add "+500% bonus to range of remote reps".
Stealth bombers in general

Role is too narrow. Add "+20% web range per level".
Inquisitor and Breacher
Both are weaker versions of the Kestrel.
Inquisitor should be a Khanid design with rocket bonus and 3 med slots to give amarr players a true disposable tackling frigate.
Breacher needs something but I'm not sure what. Maybe a mini Typhoon design would be fun.

Prophecy
While it's not as bad as other ships in this list, I'm still putting it in here because it does the exact same thing as the Harbinger but worse. Tanking alone isn't useful, and the Harbi has better tank/damage ratio than the Prophecy. Make it a Khanid design maybe?
T1 ships aren't converted to Khanid, T2 are. (Damnation and Sacrilege for example). There aren't any real "Khanid-esque" t1 ships, some just happen to be missile ships.
Plus, I don't want the entire Amarr fleet to turn into missile ships just because the appear "broken".
And you're right. Tanking isn't a role, but Tackling is. Which is what the Maller does very well. MWD, good tank and a web/scram. Hold the target for 30 seconds while your friends get there.
Don't see the issues with these ships.

the Ferox, one of my favorite ships but it need one more gun and some more PG so it can at least be useful for sniping

Arazu/Lachesis/Celestis/Maulus/Keres
All these need a larger bonus to sensor damp strength and possibly optimal range.
Compared to ECM ships, and to a lesser extent the other races e-war ships, gallente ewar ships are significantly underpowered. While ECM ships were boosted after the e-war nerf, damp ships weren't, and hence they need a nice boost to be in line.

Malediction: Drop the resist bonus (srly, its a ceptor, what was ccp thinking?), replace with rocket damage bonus
Assault Ships: All of them need their 4th Bonus and in some cases replacements for useless Bonus.

They are just so damn ugly that I refuse to fly them. If they looked better is would fly them in a heartbeat. I like to fly in style.

Rook: +15m3 drone bay
Anything the Rook can do, the Falcon does just as well. Give it a little bit of drone power and suddenly it becomes evil incarnate and desirable to fit for closer range/solo work, or can sit further out and rather than hiding like the Falcon does can hopefully try and fight off those pesky interceptors.
