Is it possible to build a carrier in high sec? I thought not, but then someone awhile ago (3 months or so) told me you could? I thought he said something about building it in high sec, then it gets deliverd to a station in low sec?

I think that someone was talking about the components itself. Capital ship components can be built in high-sec but in order to build the ship itself, it has to be done in low-sec or null space.

And there you have to decide if you want to mine the capital components in empire and haul them to low sec, or haul minerals and all the bpc's to low sec.
Not sure one is safer then the others, but its easier to haul minerals in a lot more ships then the components given their size...
Now would a pirate mess with you if they scanned you and saw minerals, or more likely if they saw components?

Any half-awake pirate is gonna wanna pop a freighter in low sec regardless of what its carrying. You will NEVER hear "Aw, he's just carrying tritanium, let him go, maybe he'll carry something better next time..."

you dont have to have a freighter for either, you can run it in industrials or transports...just a question of how many jumps...1 or a lot...

A long time ago, you could build dreads and carriers at highsec POS's. You can't anymore.
A thing to note, is that nothing moves magically, in Eve you ALWAYS have to move materials yourself. If you build the components in highsec, then YOU have to have them moved to lowsec. Then you can build dreads/carriers/rorquals. (motherships/titans require sovereign 0.0)
Freighters, Orca's, Jump Freighters can be built in highsec.
The amount of minerals you need for a good capital building program is quite significant.

The minerals often take up much less room than the built components do. I suggest if you go into building capital ships, you find a quiet low sec system with manufacturing slots and get a few people to scout/web your freighter. CCP recently (well months ago really) unanchored the last of the High Sec Large Ship Assembly Arrays that could build capitals. There are a few high sec caps in existence still, Chribba's Veldnaught in Amarr, as well as some in places like Sobaseki are prime examples and provide an interesting sight to newer players that rarely venture into lowsec/0.0. They have special rules and regulations that basically restrict them to mining and running missions that don't have acceleration gates. If they ever leave high sec they are unable to return.

Which is precisely why you use a quiet lowsec system where you know the locals and watch local constantly. When you move the goods, you use scouts and webbers. An ideal system is one with a factory that's a jump immediately off of highsec rather than going 2 or 3 jumps into lowsec.

To ask clarification on this same topic
Can you build Capital Ships IE Carriers and Titans in .4 and below in EMPIRE space? I have POS and arrays but is it possible ? I know I can build the parts (modules) ..just wanting to know the limits of what ships I can assemble.

Nope devs have said that WHs to high sec space will not allow cap ships through them. --
