So I've trained up to salvaging and bought a cormy to salvage in, and looking at the battleclinic loadout for a salvaging cormy, it has 4 tractor beams. The problem is tractor beams are like 1mil isk each.
Can't I just fly ship to ship and salvage instead of tractoring stuff?

You can if you want to, it's down to personal choice although tractor beams make the job that much easier.

Anything above cruiser class should get tractor beam since they're slow but if you got time to kill, then you don't need them.

If you're only salvaging a few wrecks that are close together, then you don't really need a tractor beam.
If four million is prohibitively expensive for you, I'm guessing you're not salvaging level 4 missions. For most of those, you'd definitely want tractor beams, since there will often be fifty or so wrecks spread out over as much as 50-100km.
The bottom line is that tractor beams are handy and make the job go quicker. They're not required.

Ok thanks everyone for the help, but I ran into something else.
I tried to salvage a dread gurista ship and it told me it was too hard to salvage?

Yes, some wrecks like that will require a higher salvaging level--II or III, I believe.

Once you get to Salvaging III you can salvage anything, and frankly any skill worth training is worth training to IV anyways.

No, only on Mauraders and the Orca do you get a bonus to the range. Also on the Rorqual there is the option to fit a capital tractor beam.
All the other ships are stuck at 20km.

Also something to consider is that if you are salvaging other peoples wrecks you wont need tractor beams at all since you cant use them on wrecks that dont belong to you!
Nina Salvaging, we have all done it at some point in our past.
