If your POS runs out of fuel/goes offline during reinforced you will lose the bubble. When your tower comes out of reinforced you will have to rep the control tower's own shields to above 50% before you can put it back online. Once back online you can unanchor the other structures.

You can't run out of fuel during reinforced as it only consumes stront during reinforced, and in fact this is all consumed upon entry into reinforced.
You could of course run out when it left reinforced before it got back above 50% shield (the minimum before you can put fuel into it). Of course it will come out of reinforced with the same amount of fuel as it went in with.
