random stations at random times get "informats" that you can buy information off of that will lead you to rare ore with no pirates around (perhaps not even in a specfic astriod belt but a place all by itself that cant be seen on scanners or searches (only way to get their is to have the "information", naturaly the informats charge a handom sum and not always tell the truth, the higher your status the better chance you have of him telling the truth.

The rare ore should be in agent missions, something like "I have located a roid of gneiss in this system and I want you to get it for me."
When it contains 1400 pieces the agent takes 1200 and you get 200 so you need more of these missions for one refine. the better the agent the better the ore.
If you like those missions you look for a mining agent and work for him/her.

no that just adds unneeded complicatedness. Just buying information and warping to wherever it might be and collecting in on the rare ore/containers/rats.

Both ideas have merit but I especially like the mission one. Plus, you get the choice of failing your mission to keep more rare ore. Like science garduates, you can take the standing hit for the good of your wallet. It would add an extra element to agent running and any system that helps law abiding players get a small amount of the good ore without getting involved with the mess that is 0.0 space is always a bonus. I'd still maybe add a few npc rats to 'protect' it so it's not too easy to get and maybe limit them to people with high standings but a nice idea nonetheless.
