I reformatted my system last night and I reinstalled everything normal like I do every month. but this time when I start EVE the splash comes up... and it normally goes black a few seconds before the log in screen comes up but now it seems to shut my monitor down. (the monitor light blinks yellow/orange)
Sound remains, EVE music and i can hear chat windows from programs but no visual... Ive reinstalled EVE 4-5 times and no change... any idea? and yes my drivers are all the same as pre-format

Try pressing Alt + Return to get into window mode. Then check the graphics resolution.

Yes, directx 9.0 currently.
I cant even open eve to see resolution or adjust graphic settings.

once i start eve the splash comes up and then is goes black just like normal before the login screen comes up... but then my monitor goes into a a sleep mode... but at the same time I cant put my computer into sleep mode and i cant alt-tab or ctrl-alt-delete... nothing fixes it but a restart by clicking the button on my tower... seriously a drag.

First of all, im sorry you have this problem.
It would help my investigations more if I knew your systems specs:
Chip, OS etc.
If you have an intel chip, in the bios is Speedstep enabled? (for AMD its cool'n'quiet)
Have you checked your error logs to see if anything is written there? (start, control panel, administritive tools, event viewer). Have you tried starting Eve AFTER starting logserver.exe in your Eve folder? Why do you start Eve directly from your CCP folder?
Im scouring the internet tech forums for you right now in an attempt to find a answer

in windows set the refresh rate to 60hz for all the video modes that windows thinks your machine can handle,

I ran DXdiag and all the directx stuff was all successful.. heres the specs. (not the best but I've played EVE on it since 2004 :P)

Open prefs.ini
C:\Users\USERNAME\AppData\Local\CCP\EVE\c_program_files_(x86)_ccp_eve_tranquility\settings\
Add... desktopHeight=YourDesktopHeight desktopWidth=YourDesktopWidth
Does that help? It really does seem like Eve is setting either your resolution or refresh rate to something that is incompatible, so it changes the mode of your monitor.

I have to concur with all the monitor ideas.
The only similer cases that fit your scenario are all monitor cases with an incompatable mode. Open your ccp prefs.ini file and change resolution in there if you can. If you have a nVidia card: right click desktop, settings, advanced, nVidia, refresh rate over-rides, over-ride refresh rate to 60 for all values (that is, for all usual game screen sizes - 1280x768 etc etc). This SHOULD be the solution to your particular problem. No-one I know thinks its the games fault or a pc fault. All of my techie friends thinks its a monitor incompatibily mode problem.
But seriously, I hope it works.

If you can't tab out to desktop then probably the graphics driver crashed. Are you sure it's the same version as before? Try reinstalling it, or try a different version.

As for my resolution 1024x768... On a 19 inch monitor.
Oh and I set the monitor to 60hrz and nothing has changed.. I'm thinking I'm gonna reinstall EVERYTHING just cause ><

I gave you the location of the folder. AppData is a hidden folder under your username in the Users folder. Did you see my post?
*Edit* Also, if it was a driver crash I believe he should have a yellow triangle with an ! in the system tray when the driver is reinitialised. Don't think I saw one in the video.

You re-install EVERY month   
How about having a dual drive setup - c: for OS/graphic drivers, d: for EVERYTHING else.
Check your power capabilities and get a fast c: drive - 10k Raptor (70GB) for example. Install your OS and other graphic drivers on it then install Eve and all other programs on D:
You will not regret it and you will never have to re-install every month .....
