Would it be better to use ECCM in a PvP fight since you don't know what race of ships you will be up against?
With ECM, you either have to fit the correct module to be effective, or have one for each race thus taking up four or more slots.
With ECCM, you boost your sensor strength with a single module at the least leaving other slots open for other or more ECCM modules.

The two things do different jobs, so it really depends on what job you want your ship to do. If you're trying to soft-kill (i.e. remove effectiveness without killing) while others do DPS then ECM is your man. If you're the DPS then ECCM can be a good thing in a spare slot as someone may try to soft-kill you to take your DPS out of the fight until such a time as you can be hard-killed.

Dedicated jammers should use both. You lose a midslot that could be used for jamming, but you will not jam anything when you cannot target.
DPS ships and especially remote repair ships have to use ECCM in fleet engagements. It is not a 100% guarantee not to be jammed, but it becomes much harder to do it and probably at least the first cycle will fail because the Falcon tried to jam too many targets at once.
Pro-tips:
- Overheating ECCM gets you an obscene boost in sensor strength. - ECCM is an active module, don't come and cry that it's useless when you did not activate it

No, he is talking about ECCM (add ECCM module to your OWN ships to boost its sig strength since you don't know who you are going to fight) and ECM (jam a target so it can't shoot you). Multispec vs racials is purely an ECM discussion - a different discussion.

NO!! there is no logic to what he says unless you replace the words ecm/eccm with the words racials/multispecs

i am talking about this question.. the only reply to this is,yes if your in a bs eccm is nice. "With ECM, you either have to fit the correct module to be effective, or have one for each race thus taking up four or more slots."???? wtf does he mean???

He means you either need to know ahead of time what your enemy will be flying, so you can fit the right racial jammer, or you need to fit all the racial jammers so you know you have one that matches your enemy.

...wait, what the ****?! i was saying eccm rigs might well be a better pvp option than 'wasting' a mid slot or a couple of low if ccp implemented them.

You can simply look at each race's ships to see which type they use, I dunno off hand.

when you have locked a ship..lets say a minmatar ship.its background will be red for minnmatar..now to find the correct racial jammer just look for the red one ;)
