Ultimate in PvP?!! Are you serious?!!...lol. No gunnery skills, No drone skills, some missile skills.
You are close to flying an Orca, but you are missing the Capital industrial ship skill. But even if that is done you cannot even use the gang assist modules because you don't have Leadership to L5.
At best you are a decent industrial character that can fly a Hulk.
I believe your starting bid will be a good b/o for your character.

at what point did i claim she had gunnery or drone skills. She great infact awesome in a scorp or falcon.not all PVP is shooting. If flyign a great falcon/rook/scorp and not being able to jam up 4-5 targets isn't PVP then you need a lesson. back to the subject..
on the other hand can mine in 0.0, fly freighters, not far from jump freighter and only require the cap industrial skill to fly orca. so i do believe the price reflects the tiem spent and isk spent on this char. Tradign alon ein one market hub whilst playing she can make a LOT of isk. add on top of that mining in 0.0. and ability to PVP ships. also

really is an all in one character. could be in a pheonix dread in a small time. can invent and build all amarr ships.. great to get started on t3 if comes into game.
assets will include a hulk, cerb, rook 2 falcons about 300-400 mill in mods acattered in trade hubs.
