I've been around bubble gate-camps in the past and never seen anything like this problem. And I like being a scout, so I did a lot of jumping through camped gates. (Granted, this was a while ago)
Honestly, I think this is just a case of the pilot hitting the wrong button or misunderstanding the game mechanics, and rather than admit his mistake (or even realize he made one), he goes and blames it on pretty much everybody else.
And keep in mind that CCP keep a close eye on their server performance, so if a server was misbehaving and causing lag issues, they would know about it.

That crap happened to me 2 days ago ! last gate out of 0.0 i warped to the gate, i was 0 meters from it but i didnt have the jump command... so i was like okay this is not usual... and then i was ganked by 10 guys :(i thought it was some sort of weapon.thank good i was only in a caracal

using lag to trap your target so that he wont be able to react was ruled an exploit a few years ago, i will be very surprised if time has changed that ruling, so i recommend not using that, the banhammer is a scary thing mm'k? :)
if you wonder why this is an exploit, try to explain how exactly lag can possibly considered a game mechanic :) --- return the mines!

I've jumped into systems with multiple bubbles on the gate, and while I may have lagged for a few seconds, I wasn't black-screened to death like I have been in Jita. My cloak timer has never run out when jumping into a massive bubble camp like that unless there were ~1000 players in system, and anyone who tells you otherwise is either trolling or an idiot.

This. Well there was some fleets years ago where you could sit loading for hours, with just a blackscreen of death, with just a few hundred guys around. But that's not even remotely close to what the OP said so.. eh, nevermind. 
Session timer or regular lag could cause that kind of situation the OP describes, but sounds alot more like he's just trolling, tbh.
Then there's the alternative mentioned just above; intentionally creating lag at gates, was (and is) deemed an exploit. I often sit cloaked for long periods just watching peopls actions, and it happened a fair few times I seen people dump big amounts of cans, etc, in bubbles on gates. Last time I saw it I filed a petition asking if this is considered an exploit, and the GM confirmed that yes, it is.
I still belive the OP is a troll, but there you go, few different alternatives/situations covered.  -

I get this on every other warp to zero on gates, and it sucks. Has never happened a few weeks ago, but now its the norm for me. Selecting something else and reselecting the gate fixes this.... until the next warp to a gate.

actually, to get serious again, it was on 0.0 to low-sec gate on tranquility. 2 guys camping the bubble in BC's poped an inty that was at 0 before being targeted.... and yet could not jump the gate.
