My few isk worth 
Make them more like modern day mines, hard to detect unless up close or until you actually hit one :)
Make mines only clearable with special ships / or ships with special modules. Have various different types of mines with set-able options e.g.
Dumb mines û These mines are cheap with large damage, large explosion radius. The mines have IFF / FOF therefore should be options such as; allow corp only / alliance members through / or peeps of with a standing > than that set.
Smart mines û Will react to the presence of hostiles; mines will move to intercept enemy ships (e.g. if ship starts to destroy mines, other mines move to intercept ship).
Cloaking mines û Silent and violent :) expensive and with less damage, but totally undetectable.
------- Other possibilities:
Armed mines û Have 1 FOF cruise missile so canÆt be jammed. Fires missile once fired on. Used to defend its self / engage at long range.
EW mines - Could have warp disruption / webbing / sensor dampening mine field etc à cloaked until ship is in range. (Maybe too similar to existing deployables? Maybe make them have less range but can achieve large area of effect with many of them.)
Energy draining mines û will drain cap of ships in seconds with enough of them.
-------- Other suggestions: Make mines large, make them deployable and make them worth while :) Add some easy option of deploying mine fields, like wall / cube / sphere around object / lone cluster etc...
Note mines will need blast radius greater than smart bombs or else Apoc with 8 large smart bombs will become the best mine sweeper u can have.
Have option to set proximity distance mines detonate at (1km / 2km / 5km / 10km etcà) so its possible to lure ships in closer before the mines detonate.
Mine fields should take a long time to dismantle, perhaps introduce a new class of drones and skills for disarming mines from a safe distance.
