Most do.
Jita does't. 
Besides, 1000 in Jita, 1000 in the 3 sectors 1 jump out, 1000 bouncing between scouting and finding targets of opportunity.
It wasn't about kill freighters, not exactly. It's about shutting Jita down, and the outrageous TiDi going on right now works just as well. ;) |

Even if the gates enforce a limit; there are several systems that border on Jita. Whilst the slogan was never "Sobaseki will burn"; I would certainly expect some of hte perimiter systems to be locked down as well for those that escape.
