Sellers of isk in exchange of real life money has always been a thorn in the side of CCP. For the majority of players, it is a source of annoyance to see them pop up in local or other channels.
I propose that there be an award for reporting isk sellers. That reward should be isk itself, not a large amount, perhaps enough to buy a t1 cruiser.
It would imo not only remove the temptation of buying isk, but also be incentive to report and petition the sellers. In theory, this would make it far more difficult for isk sellers to actually sell their wares due to the increased pressure of the bounty.

Are you operating on the assumption that ISK sellers wander around wearing badges proclaiming, "I am an ISK seller"?

As for the OP, CCP is already working on the problem. Iceland was the prototype. The plan is that if no one has any money left to spend, then they can't spend it on in-game ISK.

It is my assumption that Game masters have access to chat logs. Once these logs are verified then the Game master would initiate punishment. The onus would be placed on the person reporting to give then channel and a time stamp for the Game master to investigate.

Of course the best way would be not to buy isk but there are always losers out there who have to buy it.
