Mavericks are bad posters, we're sorry :(
But I think if you really asked the average goon if they feel like they won, the answer would actually be an emphatic yes. The humility they express on the forums is legitimate, for the most part they don't see themselves as elitists, but I do have a hard time believing they don't consider the current situation an absolute victory.
Delve claimed? Check. BoB disbanded? Check. Name stolen? Bonus points!
Sure, winning is a state of mind to some degree, but here is an appreciable difference between achieving all your goals and thus "winning" and just being delusional about your level of success / current situation (as in the case of the guy who "won" a fight because "it took x of you to do it").
More interesting to me is the question, "how did this goon victory come about?" I'd have to say that the origin of most of their success has been a victory on the cultural level. If a corp / alliance has a culture that others appreciate or respect it will have a greater chance of prospering on many levels.
Surely BoB's defeat was a result of meta-gaming, but how did that come about? Why would a director turn his back on those he had worked with for so long? Much like the end of the cold war, cultural forces cannot be overlooked.

We're not delusional. We know the Delve war isn't over yet.
There is still a lot to do. We're also not interested in other regions, such as Catch.

In my opinion there's an upper limit to how much a single alliance can hold without having to rely on sub-standard pilots.
On top of that, once an organisation runs out of external enemies there's a tendency for internal divisions to rise to the surface, potentially causing a split into two or more factions.
So no, the Goons haven't won Eve yet, and they're unlikely to either.
Unless of course like me you consider having fun to be the ultimate way of winning Eve, in which case they've been winning for a while.

But seriously now.. If one group could stop the flow of a type of R64 moon mineral.. could they crash the eve market? similarly say to if Opec said.. no more oil for the world..
now of course this assumes that winning eve = downfall of eve/total domination of eve
The Insect Quarantine Zone, though quite rich in r64, contains only a minor amount of r64 compared to the rest of the galaxy, so there will hardly be shortage!
