Dear CCP,
First, congrats on the new expansion! Wonderful splash screen (so much better than Quantum Rise...what were you thinking?), great new graphics, and an engaging new system of exploration (and PvP! Hah!). You've done very well, and so far there appear to be no great disasters.
So, all in all, you do deserve a few accolades. Which I grudgingly give you.
However (you knew there was a however, right?), you apparently ran this expansion past the Jerk Department before release, as I thought you would.
I come to this conclusion because someone decided that it would be a good idea to completely screw up the audio portion of eve for myself and a few other players. In short, the wonderful new character creation movies...don't work. The tantalizing intro movie sounds like a stutterer who got kicked in the nuts. The gorgeous new weapons now only occasionally make any sounds worth listening to, and when they do, you need to possess a stethoscope to hear them.
I have four theories as to why this happened:
1) You hate me. 2) You hate your customers in general. 3) You let CCP Greyscale back in the building, and he hates both you and us. 4) Someone at QA was drunk.
Theories 1 and 2 are somewhat improbable, seeing as you probably don't know who I am particularly, and you obviously don't hate your customers (right?). Theory 3 is more likely, but I'm hoping that you are still making Greyscale practice chronic bulimia after his "war-decs are teh griefing" comments. (I do hope you cleaned it out after Zulupark's debacle with carriers.) However, given my vast experience as your customer, fanboi, critic, and, occasionally - whenever I am not sleeping or working - player, I mostly expect the 4th.
Please fix the sound issues.

My PC is better than 75% of the population's PCs. It's not a hardware problem.
Yes, I have the latest drivers and etc. Yes everything is very capable of running Eve. I have triply boxed on this machine before. Therefore, it is a problem with the client.

Maybe your sound card worse then 75% of the rest of the worlds 
Is your sound card outputting 5.1 and you only have two speakers, even when i used to run 5.1 on my amp threw my pc, when i set 5.1 in windows i found sounds would be playing on speakers that wernt there. --------------------------

It's an admittedly educated guess based off of the typical set-up of the typical Eve user. Incidentally, I was talking about the typical Eve user. My computer is probably even better if you use the world population as a comparison.

No, the problem is that the sound "hangs", like a broken record. That's not output to invisible speakers. But CCP haven't given a fix, and they broke it, so I want it made better so I can enjoy the new content.
I hardly think that asking for their game to work is demanding too much. I run Premium, and things were just fine up until today.

2 options
1. Bug report it and turn your sound off until it gets fixed.
2. Come to the forums and post which results in people flaming you because you sound like an a-hole and no one cares about your stupid sound issues.

All I'm seeing is, "I don't like this therefore everyone hates it and it sucks CHANGE IT RIGHT NOW OR I QUIT!"
Get used to the new sounds, there's nothing wrong with them except that they're new and you aren't used to them yet.
Also, if you had a problem with the intro movie, it's YOUR problem. The voice sounded fine to me.

Maybe try that before you knock it down to being ccp's fault.

I have the same problem, to hear a bit the sound of my missile i have to zoom-in at the maximum. I remember that I had approximately the same previous in the previous version of Eve, but there was an option "Enable EAX" that i unchecked and the problem has gone.
Now this option is no more, so I will try to disable EAX directly from window sound panel and upgrade my sound card's drivers (sound card : Sound blaster live 5.1)
I will tell you if that resolves the problem.
Hope that helped you to find the source of your problem.

Wow, a game that takes place in deep space has crappy sound... WOW... I didn't think space had sound at all... better call those NASA guys, they're been wrong all along!

I noticed there is no longer a setting to enable or disable hardware audio acceleration. That may have something to do with it -- your old settings may be read by a deprecated piece of code and are now confusing the new code.
I second the delete the eve cache directory first approach. If that fails, re-install into a new folder and see if that fixes things.
Failing that, my worse than 85% of the world's PCs (guestimate based on Steam survey) machine has no audio problems. Try downgrading?

I had this same problem as he is having on sisi tho, I am the 75% of the user that has a crappier pc as him, But hey i can't even get on the game now because the patcher is broken for me... Hey oh well i guess i can sleep, That has never failed me. =) --_--_-- Playing:EVE,CnC3:KW,Halo3,GoW2,GW

I have, without a doubt, the worst sound-card ever created. I am quite certain that the creators of this sound-card were in fact trying to create a board meant to control a microwave oven, but failed miserably, resulting in this travesty of a sound-card.
However, this sound-card plays the post-Apocrypha sounds perfectly.
If your having problems with the sound, try re-installing sound-drivers, disabling whatever driver-infused equalizers/enhancers, re-installing EVE, switching to Linux, yelling at your ISP, yelling at your friends, yelling some more at your ISP... And if all that fails, send a bug report.
Posting a thread, who's meaning only becomes clear after having read the entire OP, will not raise any awareness of your issue. Tip: put the acutual issue in the thread title, or it will be overlooked by 99% of the people scanning the forum

My 2.5 year old PC with cheap on-board sound has had no problems.
Therefore I infer that the problem is that your PC is too good. Please downgrade at once.

So you saying that to hear your lasers first and 2 secs after then you see them is normal sound!!! lol POINT 1 the sounds on lasers on this patch suck big time the end
